Extensive experience in public administration, in dealing and interacting with former Somali public management structures, local and international agencies.

Initiated, developed and implemented major fiscal (customs & excise) policies, tax reforms and tax administration within the Ministry of Finance & enforcement agencies. Trained and experienced in Fiscal Affairs and Public Tax Administration.

Extensively involved in Project Planning and Evaluation; Financial  Management; Budget Programming and Departmental Policy Development;

Extensive exposure and experience with reform of policing, security and judiciary systems.

Fully conversant with relief, rehabilitation, recovery and development programming; capacity transfer in public and non-governmental entities as well as decentralization of decision-making and resources to local, regional governments in the Somali conflict context.

During his tenure as deputy head / head of sensitive departments of the Somali Police Force and as Secretary General of the Somali Red Crescent Society received wide exposure to international affairs and events.

Professional Development / Work Experience

1991 - 2007    Secretary General – Somali Red Crescent Society, the National  Society of Somalia, member of the International Federation of Red Cross & Red Crescent Societies (IFRC) and a component of Red Cross &Red Crescent movement. In close cooperation with the President & Executive Committee of the National Society and in partnership with ICRC & IFRC, planned, structured and delivered Society’s programs all over the country and promoted the fundraising and service-delivery capacity of local branches inside the conflict-prone country.

1987-1990   Attorney General, National Security Court, Mogadishu            

Dealt with cases related to national security, corruption, misappropriation of public funds, and fiscal law violations    matters.
